Chinese authorities on Sunday issued their first policy document of 2014, underscoring the importance of rural reform, developing modern agriculture and maintaining agriculture as the foundation of its economy.

中共中央周日發(fā)布了2014年首個(gè)政策性文件，強(qiáng)調(diào)農(nóng)業(yè)改革、發(fā)展現(xiàn)代農(nóng)業(yè)以及繼續(xù)將農(nóng)業(yè)視為經(jīng)濟(jì)根本的重要性。

中共中央每年發(fā)布的首個(gè)政策性文件(policy document)被稱為“中央一號(hào)文件”(No. 1 Central Document)。自2004年起，一號(hào)文件連續(xù)11年鎖定“三農(nóng)”主題(three rural issues： agriculture， rural areas and farmers)。

2014年一號(hào)文件的四大重要原則：
